So far only The RAC have responded. Their reply as below:

Co-incidentally (!) after yesterdays post another breakdown company replied!
I’m not advocating that anyone should attend a live lane breakdown, I’m trying to clarify whether the breakdown companies will attend or not, they seem to prioritise diplomatic double speak higher then protecting their staff.
i.e. by law they have to protect their staff from a known hazard, but they also want to protect their networking, quangos and probably future career steps, so the answer to “will you help me if I’m stuck in a live” isn’t a one word answer apparently.
also next post will show where I’m heading with this.
lastly, if anyone of the major breakdown companies had actually ever wanted to stop smart motorway’s, then with their platform, budgets, departments and presences they could have stopped them before they started!
