Corporate Manslaughter Complaint Ignored

I have been avoiding making this public because I’m trying to be ‘professional’ but I don’t know who to be a professional widow!
The ‘other side’ are being very far from professional so lets see if some weight of public opinion encourages them to what they should be doing.
 
TLDR: I have reported an organisation for being responsible for the deaths of 2 people (in this case, 40+ in total) and for 8 months nothing has happened! I then use the service who’s sole purpose is to look into complaints and they haven’t done anything either!
 
Detail:
8 months ago I reported Highways England to the police for corporate manslaughter, (I didnt get any proper acknowledgement of my complaint) after a few months I started making calls and asking my FLO to find out what was happening, eventually I was given a name but no contact details and told that it was being discussed with the HSE to see if they were better placed to investigate my complaint. After a few more months of hearing nothing my sister phoned the HSE to ask what was happening, she was told the HSE would never be involved in investigating an incident of this type. So I emailed the Sargent that had told me the HSE were potentially looking into is, I got replies assuring me it was being dealt with “at the highest levels” and that I would be contacted soon. Another month passes and still nothing, so I lodged a complaint with the IOPC, I got a formal acknowledgement of my complaint and told I would be contacted in a timely manner, (no contact details again) that was a month ago.
