For Highways England, the death toll of those killed after becoming stranded on smart motorways was for many years little more than a mildly embarrassing statistic.
But, as relatives of those who perished plucked up the courage to publicly blame the company for removing the hard shoulder on the country’s motorway network, the Government has finally been forced to look at the crisis.
Exactly five months ago, Claire Mercer sat down in a Sheffield hotel to reveal to the Sunday Telegraph how she held the Government-owned company responsible for the death of her husband, Jason, on the M1 last year.
Fighting back tears, she told how the 44-year-old “love of my life” and Alexander Mergeanu, 22, were killed when they had to stop on a live lane former hard shoulder. They were the fourth people to perish in near identical circumstances on a short stretch of Britain’s most famous motorway in just 10 months.
