The man in charge of Highways England must face criminal charges over deaths of drivers on ”dangerous” smart motorways, say families who accuse him of having “blood on his hands”.
Relatives of motorists killed after being hit by oncoming traffic in a live lane which used to be the hard shoulder say the agency’s chief executive Jim O’Sullivan should face justice over the decision to press ahead with the controversial scheme.
Claire Mercer, whose husband Jason was struck by a lorry and killed with another motorist after pulling over following a minor collision, has lodged formal allegations with South Yorkshire police of corporate manslaughter against Highways England and its senior officials.
