• Top line shows overall accident rate declining. This is all A roads, motorways etc. combined generally getting much safer, even without any investment.
• Yellow line is conventional motorways – ones with permanent hard shoulders also all getting steadily safer.
• Purple line shows accident rate for smart motorways is double what it was were at the beginning.
**This means**
1. Smart motorways are the only type of road getting more dangerous.
2. The big investment in smart motorways is making the accident rate worse.
3. All other types of main road are improving
