Highways England has said it will not release the evidence it has which indicates smart motorways are safer than traditional motorways.
The organisation has consistently said evidence exists to prove All Lane Running (ALR) schemes – where the former hard shoulder is used as a live traffic lane – do improve safety.
It says that across nine different ALR schemes, the casualty rate has reduced by 28 percent since they opened.
But it has not released the data which supports this analysis.
