A police investigation established the Toyota was stationary for just 45 seconds.
Highways England conceded it has no “magic bullet” to spot stationary cars (they rely on a call from the public, police, or an eagle-eyed employee scrolling through a 12 screen panel of live CCTV (40 cameras cover that three mile stretch alone).

During dogged questioning by Emma Brown, area coroner for the West Midlands, the Highways England executives admitted there was a “risk to life” when a car stops rightly or wrongly on a hard shoulder.
But, the company was testing a radar system to detect stationary vehicles.
Floundering they admitted it could not be used on the M6 because of “expenditure considerations”, and the likelihood it would trigger numerous false alarms because “traffic flow is high” there.
