National Highways constantly just quote the same sound bite every time they are challenged on the safety of smart motorways
“Smart Motorways are amongst our safest roads”
National Highways then supply the data table below, which does indeed back this up, what they fail to point out is that the ONLY smart motorway which is safer is a Controlled Motorway, which is the ONLY one of the 3 different types of smart motorway which ALWAYS has a hard shoulder.
So the other way of representing this data is that its proof that all forms of motorways which no longer have a permeant hard shoulder are more dangerous!
This table was supplied in a letter from National Highway to Mike Rawson, when he again challenged their many, many “disingenuous” claims. [term used by Parliamentary Transport Select Committee to describe NH data]
