Other organisations, businesses, even individuals are not allowed to endanger anyone, ever!
How are National Highways allowed to endanger hundreds of thousands of people every day, month after month.
Why are the police not involved now??

More evidence for you about the Police after watching a Motorway Cops documentary last night, they have a camera in the patrol cars , this particular officer stopped where a white van was parked on the hard shoulder and the driver was asleep, he was foreign and did not know what the hard shoulder was for it seemed. After the incident was dealt with the officer said into the camera, ‘don’t stop on the hard shoulder because emergency vehicles might have to use it to get to an incident’ so as far as Cheshire Police are concerned motorways must have a hard shoulder. That is how they were designed in the 1960 s, Highways England have changed that design at the expense of safety.
I strongly suspect that Highways England/ Department of Transport have overridden the Police in terms of safety and policy. far as SM s are concerned.
