Mike Rawson has been asking difficult questions again, this time of National Highways. He asked for data on delays and congestion on 2 separate sections of the M25. One section has hard shoulder, one not.
He asked this because National Highways, Grant Shapps and Department for Transport have given up pretending that smart motorways are about safety and now market them as a time saving devices (the death and destruction is just inconvenient collateral damage)
