How can that be the case when multiple judges and coroners have ruled that the lack of hard shoulder contributed to the deaths, how can that be the case when Highways England are being investigated by police for corporate manslaughter?
How can a government minster just ignore (omit?) Judges and coroners rulings and police investigations? just because it doesn’t fit the defence plan for a private limited company?
And what about the deaths that haven’t reached inquest stage? how is someone that died avoiding a stopped vehicle in lane 2, to blame?
